How To Get:

If the player killed another player , the server will get an announcment that the killer is now an outlaw
when an outlaw player killed by another player , the outlaw player will be sent to jail for X time
the outlaw stat will be removed as soon as the outlaw is killed , or when the time end
the outlaw stat time is in the configin hours
the jail time is in the config in hours
when an outlaw kill another player, he will get +1 outlaw points
when a player kills an outlaw , he will get +1 hero points
you can check the outlaw list in the npc
Ranking:
	you can check the top players in heros and outlows
	every x days (in the config) the points will reset
	the top outlaw and the top hero will get rewards in the mail
	only the top player
	rewards, only 5item IDs are allowed due to the mail system limit
	you can set the item ids and amounts in the script config
	the system data are saved in the database.
The Admin can use a command to force send the rewards and reset the system without the need to wait for the reset day.
